[00174] 6-chloro-5-nitro-pyridine-3-carboxylic acid (4.05 g, 20 mmol) was stirred in SOC (20 mL) at reflux for 4 h. The mixture was concentrated in vacuo and dried under vacuum then stirred in THF (20 mL) at -78 C and treated with concentrated aqueous ammonium hydroxide (14 mL). The mixture was stirred for 10 min then warmed to room temperature and quenched with water; the solid material was collected via vacuum filtration to give the desired product as an off-white solid (3.16 g, 78%).
